PROPOSED AMENDMENT NO. 81

,/ gig o In accordance with 10 CFR 50.59, the Sacramento Municipal Utility District hereby proposes to amend its Operaing License, DPR-54, for Rancho Seco Nuclear Generating Station Unit No.1, by submitting forty (40) copies of Proposed Amendment No. 81 to allow for a reactor containment mini-purge at power.

The reason for this amendment is to provide a means to decrease con-tainment temperature and airborne activity levels to increase the safety of personnel performing required surveillances inside the con-tainment.

This is required to be consistent with ALARA objectives.

Additionally, if no means to purge at power is available, the unit must be placed in cold shutdown to use the full flow purge.

Thus, a mini-purge at power would allow us to avoid thermal cycles on the vessel and RCS piping since the unit would need only be placed in hot standby for most surveillances.

The method used for mini-purge is the same as was authorized by the Commission fcr the January 30-31, 1982 snubber inspection outage at Rancho Seco.

The 66 inch purge inlet vlaves, SFV-53504 and SFV-53503, will remain closed. The 12 inch equalizing line valves, SFV-53610 and SFV-53603, will be opened and utilized as inlets for the mini-purge.

The normal purge outlet valves, SFV-53604 and SFV-53605, will be opened, but SFV-53605 will be administratively limited to 50" (45") open.

Purging using this system will be limited to = muimum of 36 hours4.166667e-4 days <br />0.01 hours <br />5.952381e-5 weeks <br />1.3698e-5 months <br /> during any calendar month.

Qualification of SFV-53604 is based on Allis-Chalmers calculation trans-mitted to SMUD in their April 14, 1980 letter. This calculation assumes a.5 second delay time which is justified by actual test data closure time of 1.6 seconds.

Qualification of SFV-53605 is based on Allis-Chalmers test report VER-0209.

A maximum delay time of 1.5 seconds was f used, as verified by on-site testing.

-13180 SFV-53603 and SFV-53610 are qualified in accordance with a Fisher Controls Company to SMUD letter dated July 16, 1980.

Conversations with Fisher Controls have indicated that this qualification is based on testing done on smaller butterfly valves and extrapolated to the 12 inch valves in use at Rancho Seco. The testing done was equivalent to the actual field con-ditions since neither the test nor the field conditions include any elbows upstream of the butterfly valves which could affect valve operation.

All air operated valves have been modified to fail closed upon loss of DC power as well as loss of air pressure. A copy of Erigineering Change Notice A-3272 is enclosed describing the change to the air control valves.

j This modification has been tested following installation by Special Test Procedure 898.

4 Enclosed with this letter is payment of $4,000 for this review as required by 10CFR170. This request has been determined to be Class III, since the approval of thi.s proposed amendment involves a single safety issue.
