This refers to the OA program inspection conducted by Mr. Ross L. Brown of this office on May 4-8, 1981, of your facility at Cincinnati, Ohio and to the discussions of our findings with Mr. E. E. Winterfeldt and members of your staff at the conclusion of the inspection.
This inspection was made to confim that, in the areas inspected, your OA program, is being effectively implementdd. The inspection effort is not designed to assure that unique quality requirements imposed by a customer are being achieved; nor to assure that a specific product, com-ponent or service provided by you to your customers, is of acceptable quality. As you know, the NRC requires each of its licensees to assume full responsibility for the quality of specific products, fimponents or services procured from others. You shou 4d, therefore, not conclude that the NRC's inspection exempts you from inspections by an NRC licensee or his agents, nor from taking effective torrective action in response to their findings.
l Areas examined during the inspection and our findings are discussed in the enclosed report. Within these areas, the inspection consisted of an esamina-tion e' procedures and representative records, interviews with personnel, and observations by the inspector.
Within the scope of this inspection, we found no instance where you failed to meet NRetrequirements.
In accordance with 10 CFR 2.790 of the Comission's regulations, a copy of this letter end cha eclosed inspection report will be placed in the NRC's Public Document Room.
If this report contains any information that you believe to be exempt from disclosure under 10 CFR 9.5(a)(4), it is necessary that you (a) notify this office by telephone within 10 days from the date of this l

Docket No. 99900057/81-01 letter of your intention to file a request for withholding; and (b) submit within 25 days from the date of this letter a written application to this office to withhold such infomation.
If your receipt of this letter has been delayed such that less than 7 days are available for your review, please notify this office promptly so that a new due date may be established. Con-sistent with section 2.790(b)(1), any such dpplication must be accompanied by an affidavit executed by the owner of the infomation which identifies the docur:;ent or part sought to be withheld, and which contains a full statement of the reasons on the basis which it is claimed that the infomation should be withheld from public disclosure. This section furtherrrequires the state-ment to address with specificity the considerations listed in 10 CFR 2.790(b)(4).
The infomation sought to be withheld shall be incorporated as far as possible into a separate part of the affidaelt.
If we do not hear from you in this regard within the specified periods noted above, the peport will be placed in the Public Document Room.
