4 Gentlemen:

This refers to the QA program inspection conducted by Mr. Ross L. Brown of this office on May 4-8, 1981, of your faci'!ty at Cincinnati, Ohio and to the discussions of our findings with Mr. E. E. Winterfeldt and members.of your staff at the conclusion of the inspection.

This inspection was made to confirm that, in the areas inspected, your QA program, is being effectively implemented.

The inspection effort is not designed to assure that unique quality requirements imoosed by a customer are being achieved; nor to assure that a specific product, ccm-ponent or service provided by you to your customers, is of acceptable quality.

As you know, the NRC requires each of its licensees to assume full responsibility for the quality of specific products, coinponents or services procured frcm others.

You should, therefore, not conclude that the NRC's inspection exempts you from inspections by an NRC licensee or his agents, nor from taking effective corrective action in response to their findings.

Areas examined during the inspection and our findings are discussed in the enclcsed report.

Within these areas, the inspection consisted of an examina-tion of procedures and representative records, interviews with cersonnel, and observations by the inspector.

Within the scope of this inspection, we found no instance where you failed to meet NRC requirements.

In accordance with 10 CFR 2.790 of the Ccmmission's regulations, a cooy of this letter and the enclosed inspection report will be olaced in the NRC's o blic u

99900057/81-01 letter of your intention to file a request for withholding; and (b)_ submit within 25 days from the date of this letter a written application to thi's office to withhold such information.

If your receipt of thts letter has been delayed such that less than 7 days are avaflable for your revtew, please notify this office promptly so that a new due date may be estabitshed.

Con-sistent with section 2.790(b)(1), any such application must be accompanied by-an affidavit executed by the owner of the information which identiftes the dochment or part sought to be withheld, and which contains a full statement of the reasons on the basis which it is claimed that the infomation should be withheld from public disclosure.

This section further requires the state-ment to address with specificity the considerations Itsted in 10 CFR 2.790(b)_(4)..

The infomation sought to be withheld shall be incorporated as far as possible into a separate part of the affidavit.

If we do not hear from you in this regard within the specified periods noted above, the report wtll be placed tn the Public Document Room.
