Dear Mr. Schwercer:
As a part of the extensive backfit program implemented to inprove the design of the LaSalle County control room, commitments were made in Reference 1 to improve lighting levels and reduce panel glare'.
In discussions between Commonwealth Edison and the NRC Staff an November 6, 1980, these commitments were consolidated with additional Staff requiremens and agreement was reached on a program plan for design improvement.
This program plan is documented in the LaSalle County Safety Evaluation, NUREG-0519 Supplement 1 Appendix C.
Certain of the items addressed in that document either require clarification or present a problem to the applicant.

Item 7.f - Fuel Load Requirement:
" Install additional control room lighting to increase lighting levels on panels and consoles."
Commonwealth Edison has added lighting fixtures to raise illumination in all areas of the control room to at least 30 foot-candles.
We request confirmation that this modification satisfies the Staff requirement.

This item was intended to resolve the difference in illumination between the vertical and horizontal portions of the board.

. with the NRC this issue was raised, Commonwealth Edion reported its intentions (specifically the possibilities of using " slanted slat egg-crates") and was asked to report proposed solutions when formulated.
We contacted a vendor who could manufacture the
" slanted slat egg-crate" ceiling diffusers.
We then suspended the present egg-crates at varying angles to 1
determine the optimal angles of slat (see figure 1).

I lighting measurements, so all we gathered was subjective data.
The " slanted slat egg-crates" certainly did increase the illumination on the vertical portion of the control board..ith the advantages of evenly illuminating all areas of the board, making some labels more visible at greater distances, and especially enhancing the vertical meter pointers when they were located on the lower portions of the scale The increased illumination at the tested angles of incidence however also produced some adverse effects.
It increased the obviousness of shadows caused by meter frames and other hardware, making some labels more difficult to read, and it significantly increased glare on the upper portions of vertical meters, obscuring the pointer position when in that range.
We feel that the advantages of " slanted slat egg-crates" may not outweigh the adverse effects.
In order to assure a complete solution to this-apparent problem, it is requested that Item 7.g. be deferred for resolution as a part of the long term control room design review (NUREG-0700) to be conducted during the first fuel cycle.
This is consistent with the work now scheduled to be a part of that long term review associated with display locations and penel reorganization.
Resolution of these lighting subtasks would, therefore, likely be achieved prior to startup following the first refueling outage.

the lead LaSalle County reviewer, and subject to review of this submittal, were generally acceptable.
