Erwe of a ecutinuing ryetem capacity shortar caused by the ned to extend a forced :r.sintecertee mreAge on Brunavid Unit. 2 in ordsr to coatinua teating of the jn tucp riser nais ends, Carolica Pwer & L1gic Cccepray la requesting c temporary, one-tim.ly, Technical $pcificntiur channe for Unit 1 to gn.end cha inaccessible suuhber inspctjan period for an Additional im days through October 4, 1978.

The rusoce for roquesting this ch/mp are ex follava:

1..

3rcaswick Unit 2. had to be abut down by a -ar-r=1 scram on Septerher 6, 1978, because of high chlorides in the restite water.

High chineides wars caused by madenser tube 1==W *1ch were a result of d.tmage

~

caused by a bimwn utraction steam expanelee belle =*.

During the repair of this Annage. the decision was made to conduct testa ca Unit 2 jet pump riser safe ends, as a ree-alt of acperience te the Duane Arnold Flant where cracks were discoured au jet pump riser j

safe -nde.

The celief shich we are requesting will provide auf-firiant Mma to couplete our cesting on the Unit 2 safe ends and j

l take rhta unit to 50 percent power befor= abutting down Unit 1.

2.. With our paesent load predictions, we estimate that the reserve levn1 on our dyateR BRT drUp as 1DW $8 150 Mkl withcmt additional f0TCEd l

outages if the Brunswick Unit 1 uwr= shut down prior to restart. of Brunswick Unit t.

This level of reserve. la considered extre=47 Iw.

Should another forced outage of a large snaerating unit ocent ce cur systes, the av*11*b111ty of purchased pour is ths quantity that w:uld be required la untertain. The low coal nsstn being experienced due i

to railroad strNs makes it more and nest difficult to purchase poowr.

1 The shut down of Brunswick Unit 1 prior to Ennswick Unit 2 restart vauld also furtkr reduce the coal reserves ou the CP&L systes %ich i

f are alta.ady low at same plants.

for CP&L would be to operate Brunswick Unit I untf1 Unit 2 can make up the needed capacity.

During the last Unit h 1 dryuell arroner inspectica, we found one inoperabic sanhber, and none were found hperable during the last Unit 2 inspection. We believe that extending the 12 month + 25

~

percent inspectica interval by a total of 20 days will not comprowise the public health or safety for the reasons stated in the " Safety Evalua-tion by the Office of Nuclear Reactor Regulatico Supporring A-ndment so.15 to Facility 1.icense h DPR-71" dated September 13. 1978. To further ensure that public health and safety is not compromised during this extension, we will inceruct on-shift operarArs to pay particular attentico to seismic mmbes and operating p.srameters on the recircula-tion and safety systems. Any seismic event or indicated abnormal dynamic loads (higher than prainnsly observed or expected) on recirculation system or any safety syerez will he analyzed promptly for probable fapact on anubbers and primary systen integrity. Es will abut down temmadiately for any sesre:ref comproeM. Also, we will continue to municor drywell tecrsrure, pressure, and leakage for indications of primary system integrith and will take action required by technical

specifications.
