I approve of the staff's conclusion that, based on the position that the CANDU 3 design is an evolutionary heavy-water design j
deriving from CANDU designs operating in Canada and elsewhere, a i
prototype CANDU 3 is not required for design certification.
I approve of the staff's recommended positions in Enclosure 1 to SECY-93-092 with the following exception:
For the issue of Control Room and Remote Shutdown Area l
Design, the staff should change this to a Category 1 issue for which departures from current regulations may be j
considered.
The preapplication review should be used to j
evaluate the preapplicant's design to determine whether or l
not a different approach to designing the main control room j
and remote shutdown area would be acceptable.
