Rochester, New York 14649 Dear Dr. Mccredy: ' Subject: Inspection No. 50-244/93-15 . This letter refers to the announced physical security program inspection conducted by ' Messrs. A. Della Ratta and E. B. King of this office on July 19-23, 1993, of activities at the R. E. Ginna Nuclear Power Plant, Ontario,' New York, authorized by NRC License No. ' ' DPR-18, and to the discussions of our findings held with you and other members of your staff by Mr. Della Ratta at the conclusion of the inspection. , Areas examined during this aspection are important to public health and safety and are described in the Region 1 Inspection Report which is enclosed with this letter. Within these areas, the inspection consisted of selective examinations of procedures and representative i records, interviews with personnel and observations by the inspectors. l 1 We found that your physical security program is effective and directed toward assuring , public health and safety. Appropriate management support was evident by the continuing - corporate management reviews of the progress and effectiveness of program upgrades and enhancements. However, one of your activities was not conducted in full accordance with NRC requirements as set forth in the Notice of Violation, enclosed herewith as Appendix A. The violation involves the failure to satisfy certain requirements relative to material and package searches contained in your NRC-approved Physical Security Plan. The violation has been categorized by severity level in accordance with the " General Statement of Policy and , Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement l Policy).
