Dear Sir:
I respectfully request a response from the Commission at its earliest possible convenience in answer to the following question:
What are the criteria for the two part test to determine eligibility for an exemption from the licensing fees now required in 10 CFR 171?
I have included a copy of the letter that I wrote to Mr. C. James Holloway, Jr at the Office of the Controller on July 28,1993.
