Dear Mr. Flowers:
This refers to the special inspection conducted on June 21-22, 1993, of your facilities formerly occupied by Union Carbide Corporation, located at 12900 Snow Road, Parma, Ohio.
Licensed activities were previously authorized by Atomic Energy Commission (AEC) Special Nuclear Material License No. SNM-175, Byproduct Material Licenses No. 34-000553-01 through 34-000999-09, and Source Material Licenses No. SMB-038, C-3680, C-3758, C-4206, and C-4989.
This special inspection was conducted by Mr. D. G.
Wiedeman of this office.
This also refers to the telephone conversation between Mr. Wiedeman and Ms. Vicki Vesel of your office on July 14, 1993,

regarding the results of our confirmatory measurements and wipe tests for
~
removable contamination collected during the inspection. The results of our l
preliminary survey findings were discussed with you, Ms. Vesel, and Mr. J. Davis of Umetco Corporation at the conclusion of the inspection on June 22, 1993.
The enclosed copy of our inspection report identifies areas examined during the inspection.
The inspection consisted of a selective examination of representative records from the.former license file, observations, independent measurements, and interviews with the current occupants of the building.
Based upon this inspection, we have concluded that portions of the-former i
licensee's machine shop and fuel assembly areas, now known as Building 111, were not decontaminated to a residual radiation level consistent with current NRC guidelines.
The radiation levels found in these areas do not constitute l
an immediate health and safety problem for your employees and visitors of the building; however, we do expect remediation of the contaminated areas..These inspection findings were also discussed with Mr. James Moon, Project Manager for Union Carbide Corporation, on July 5, 1993.
Within 30 days from the date of this letter, please provide this office with your proposed schedule and plan to characterize and remediate the contaminated areas identified in the enclosed NRC inspection report.
