Dear Mr. Wentzel:
This refers to the special inspection conducted on June 23, 1993, of your i
facilities formerly occupied by National Carbon Company, Division of Union Carbide Corporation, located at 200 Town Street, Fostoria, Ohio.
Licensed activities were previously authorized by Atomic Energy Commission (AEC) and Nuclear Regulatory Commission (NRC) Special Nuclear Material License No. SNM-252, and Source Material Licenses No. SMB-366 and R-109.
This inspection was conducted by Mr. D. G. Wiedeman of this office.
This also refers to the telephone conversation between Mr. Wiedeman and you on July 15, 1993, regarding the results of our confirmatory measurements and wipe tests for removable contamination collected during the inspection. The results of

our preliminary survey findings were discussed with you and Mr. R. L. Halsey at the conclusion of the inspection on June 23, 1993.
The enclosed copy of our inspection report identifies areas examined during i
the inspection.
The inspection consisted of a selective examination of-representative records from the former license file, observations, independent measurements, and interviews with the current occupants of-the building.
Based upon this inspection, we have concluded that portions of the former licensee's research building (Building 63) were not decontaminated to a j
residual radiation level consistent with current NRC guidelines.
The radiation levels found in these areas do not constitute an immediate health and safety problem for your employees and visitors of the building; however, i
we do expect remediation of the contaminated areas.
These inspection findings were also discussed with Mr. James Moon of Union Carbide Corporation on July 5,1993, and in a letter dated July 19, 1993, Union Carbide committed to develop protocols for possible site remediation by August 16, 1993.
Within 30 days from the date of this letter, please provide this office with your schedule and plans to characterize and remediate the contaminated areas i
of your facility identified in the enclosed inspection report.
