Dear Mr. Chilk:

In May 1991, the NRC issued SECY-91-161 to provide schedules for the review of the advanced plant licensing applications. These schedules were based on historical precedent. SECY-93-097, Integrated Review Schedules for the Evolutionary and Advanced Light Water Reactor Projects", provides an update on these schedules based on the state of the individual plant design reviews, the experience of the lead plant application and new procedures that have been established since SECY-91-161 was issued.

Westinghouse has reviewed SECY-93-097. We were greatly disappointed in the staff's projected 12 month delay in the issuance of the AP600 SER and 14 month delay in issuance of the FDA.

Westinghouse has met its milestones and had the expectation that the NRC would meet their milestones. A detailed review of the process causes us great concern that even the November 1995 SER date is in jeopardy without an immediate action by the NRC to apply additional staff resources.

We believe that with due diligence on the part of both Westinghouse and the NRC, a schedule -

commensurate with the original intent of AP600 design certification can be achieved.

On June 3,1993, the NRC met with the Department of Energy and the three nuclear plant design  ;

organizations to discuss SECY-93-097 and what actions were appropriate to improve the schedules in  ;

the SECY. The NRC agreed that for the AP600, schedular improvements were possible due to the ,

status of the review. A key action from the meeting is for Westinghouse to; work with the NRC and DOE to develop a schedule for the AP600 that incorporates a status tracking system. The schedule is -

to include intermediate milestones such as submitting revised ITAAC, completion of the RAls, the testing programs, feedback on open issues and regular status meetings between the senior management.

Our goal is to work together to not only identify areas of schedular improvement, but also to attain a high level of mutual commitment to achieve the agreed-upon schedule. This scheduling activity is to -

be completed by August 6,1993.

Separate correspondence will provide a detailed discussion of our review of SECY-93-097 and suggestions as to what specific actions may be appropriate to effect an improved schedule for the AP600 Design Certification review.

Every utility participating in the Advanced Reactor Corporation First-of-a-Kind-Engineering program i voted funds to support the AP600 effort. The design certification review is a requisite part of that '

industry program. Improvement in the schedules presented in SECY-93-097 is essential to maintain the momentum developed by the nuclear industry. '
