Dear Mr. Bruschi:
I am responding to your letter of June 23, 1993, in which you provided comments on SECY-93-091, " Integrated Review Schedules for the Evolutionary and Advanced Light Water Reactor Projects." In this letter, you expressed the opinion that the November 1995 date for issuing the safety evaluation report (SER) was in jeopardy without an immediate action by the Nuclear Regulatory i
Commission (NRC) to apply additional resources.
Although the staff has not issued all of its requests for additional informa-I tion (RAls), it has issued over 1100 questions regarding the AP600 design, and is reviewing proposed t9 sting plans on a schedule that supports the AP600 testing program.
In accordance with the Commission's December 15, 1989, staff i
requirements memorandum the staff has been focussing its attention on the review of the evolutionary plant design certification projects and the Electric Power Research Institute ALWR Requirements Document for passive designs. As the review of these projects comes to a close, the staff will be reallocating more of its resources to the passive plant design certification applications. Accordingly, the staff expects.to meet its projected schedule for issuing the SER.
As discussed during the June 3, 1993, meeting, the NRC staff will work with your staff to identify areas where the schedule can be improved..However, j
the staff believes that the schedt.les and review procers described in SECY-93-097 are such that it will be able to verify that the AP600 design certification application complies with the Commission's regulations, regula-tory guidance, and policies to ensure that there is no undue risk to the health and safety of the public or to the environment. The staff will make every effort to expedite the review c7 the AP600 consistent with the guidance given to the staff by the Commission.
