Catawba Nuclear Site Docket No. 50-413 and 50-414 Reply To NRC Er.ercise Weakness NRC Inspection Report 50-413/93-15 and 50-414/93-15 This reply addresses tha NRC Exercise Weakness identified by the subject NRC Inspection Report, dated June 24, 1993. The Weakness relates to a failure to prcperly classify an emergency event in accordance with Catawba Nuclear Site (CNS) emergency response procedures during the May 26, 1993, annual emergency exercise. '

Following notification of a fire and plane crash at the Nuclear Service Water System (RN) Intake, the Shift Supervisor entered Emergency Action Level (EAL) procedure RP/0/A/5000/01, "Clessification of Emergency". Contrary to exercise scenario expected actions, the Shift Supervisor declared an Alert emergency classification based on EAL 1 of Event 4.1.7, " Fires and Security Actions". EAL 3 of Event 4.1.9,

" Natural Disasters and Other Hazards" provided the most appropriate basis for event classification. The Shift Supervisor did not review or recognize the latter EAL as applicable to the event.

d U.S. Nuclear Regulatory Commission Page 2 August 5,1993 Counselina of Individual involved On July 7, 1993, the Shift Supervisor was counseled by CNS Operations Management. The Shift Supervisor stated that he did not directly examine or delegate the examination of other potentially applicable recognition categories in the EAL procedure to other qualified members of the Control Room staff. The Shift Supervisor now agrees and understands that the appropriate event classification should have been a Site Area Emergency based on EAL 3 of Event 4.1.9. I Discussion of Weakness Durina Shift Supervisors' Meetina On August 26,1993, a discussion of this weakness will be conducted by Emergency Planning personnel during a meeting with Shift Supervisors. Greater familiarity with the more obscure event recognition categories and the need for concurrence from available qualified staff will be emphasized during this meeting.

Review of incident in Annual Emeraency Plannina Trainina A discussion of this incident will be incorporated into the Annual Emergency Planning Training segment of the Operations Requalification Training Program. This training is provided to all Senior Reactor Operators (SROs) and is scheduled to begin August 27, 1993, and to be completed by October 8,1993.
