GENERIC LETTER 88-20; SCHEDULE REVISION FOR HOPE CREEK GENERATING STATION DOCKET NO. 50-354 ,

This letter documents a schedule revision for Hope Creek Generating Station's (HCGS) Individual Plant Examination (IPE)

Report. This change was discussed with Mr. R. Clark, Acting NRR Project Manager, on July 12, 1993.

In a letter dated November 1, 1989, Public Service Electric and ,

Gas Company (PSE&G) responded to Generic Letter (GL) 88-20. That response included a major milestone schedule to support a final IPE Report submittal date of July, 1993. However, it became apparent during the review of the draft HCGS IPE, by the Independent Review Team and station personnel, that the draft ,

product did not meet our standards and that the July, 1993 date was no longer attainable. It was decided that a schedule extension was necessary. t PSE&G established a management self-assessment team to investigate this issue, and determine the root causes i that resulted in our inability to meet the original commitment.

It is evident that the principle cause of this chortcoming is i inadequate management oversight, which resultee in the inadequate communication between the Probability Risk Assessment Group (PRA) and the Hope Creek Station personnel, the underestimation of the impact of competing resources between Salem and Hope Creek, and the underestimation of the effects of personnel turnover early in the project. These factors resulted in a delay in the issuance  !

of the draft IPE for review. Although time was limited, a j thorough and comprehensive review of the draft IPE was performed by pertinent departments, including the Hope Creek Technical and Operations Departments, and the Nuclear Licensing Group. It was during this extensive and meticulous review that a significant i number of enhancements and recommendations for IPE improvement  !

were identified. In order to produce a higher quality IPE i report, it was decided that a rework of the draft, specifically  ;

the update of the PRA Level 1 and Level 2 analysis and -

'NLR-N93118 The self-assessment team's conclusions and lessons learned were used in formulating a recovery plan. Additionally, an outside contractor reviewed the Independent Review Team and station personnel comments, to ascertain their significance and impact on existing work. It was verified that over conservative ,

assumptions were made during the development of the draft IPE.

Therefore, anticipated changes made to the report should improve the outcome of the existing work and the core damage frequencies.

Based on a thorough review of the actions required to complete the HCGS IPE to our standards, PSE&G's revised HCGS IPE Report completion date is April 1994. Because the IPE data is an input to the subsequent Individual Plant Examination for External Events (IPEEE), we are requesting an extension of our IPEEE -

completion date from the existing May 1995 to February 1996.
