Dear Mr. Feigenbaum:
SUBJECT: NRC Inspection No. 50-443/93-11
An announced inspection at the Seabrook Station was conducted by Mr. L. Eckert on June 7-
11, 1993. The inspection findings were discussed with members of your staff on June 11,
1993.
Areas examined during this inspection were important to health and safety and are discussed
in the enclosed inspection report. Areas inspected included your programs for: radiological
occurrence reporting (ROR), maintaining radiation exposures as low as reasonably achievable
.
(ALARA), source control, control of outage overtime (within Health Physics), quality control
of whole body counting, investigation ofintakes and dosimetry discrepancies, swipe and air
sample counting, and instrument calibration. Within these areas, the inspection consisted of
selective examinations of procedures and representative records, interviews with personnel,
and observations by the inspector. No safety concerns or violations of regulatory
requirements were identified.
The radiation protection program was well implemented. Good controls were demonstrated
in the areas of work control and maintaining exposures ALARA. Notable improvements
were made to the air and swipe sample counting facilities.
A lack of timeliness of some long-term corrective actions developed under the ROR program
was noted. In a recently conducted audit, similar findings were made concerning many of
the deficiency tracking systems used at Seabrook Station. Within 30 days of receiving this
