SUBJECT:

QUAD CITIES PHYSICAL SECURITY INSPECTION AND NOTICE OF VIOLATION

This refers to the inspection conducted by Mr. T. J. Madeda of this office on

July 19-23, 1993.

The inspection included a review of activities authorized

for your Quad Cities Power Station, Units 1 and 2.

At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in the enclosed report.

Areas examined during the inspection are identified in tLe report.

Within

these areas, the inspection consisted of selective examinations of procedures

and representatives records, interviews with personnel, and observation of

activities in progress.

Based on the results of this inspection, certain of your activities appeared

to be in violation of NRC requirements, as specified in the enclosed Notice of

Violation (Notice). The violation is of concern because the design of the

barriers resulted in our identification of a degradation.

Your security

organization had monitored these barriers and had not identified the problem.

The barrier degradation did not have a direct, significant impact on plant

safety.

Although Section 2.201 provides for a written statement of explanation to this

office within 20 days of your receipt of this Notice, we note that this

violation had been corrected and those actions, including your root cause

analysis, were reviewed during this inspection.

Therefore, no response with

respect to this matter is required.
