Dear Mr. Gipson:
This refers to tne routine safety inspection conducted by Messrs. W. J. Kropp,
K. Riemer, T. M. Tongue, and R. J. Leemon of this office from June 22 throuch
July 27, 1993.
The inspection included a review of activities at your Fermi 2
facility. At the conclusion of the inspection, the findings were discussed
with those members of your staff identified in the enclosed report.
Areas examined during the inspection are identified in the report.
Within
these areas, the inspection consisted of a selective examination of procedures
and representative records, observations, and interviews ith personnel.
Your organization demonstrated excellent teamwork among the various
departments in response to the Division Il Control Center Heating Ventilation
and Air Conditioning makeup air supply f an f ailure on Jul
6: to an increase
in local radiation levels at the Reactor Water Cleanup station cn July 7; and
to a small increase in off-gas radiation levels on July 23.
The operators'
timely identification of the off-gas problem and the noted dark annunciator
board during most of the inspection period was indicative of excellent
performance.
On the otherhand, however, the inspectors noted during a plant
tour with a non-licensed operator that the scope of the tour was limited to
gathering data for the plant logs and was not a comprehensive assessment of
the overall condition of equipment and components.
We uncerstand your staff
has initiated actions to ensure plant tours by non-licensed operators are
performed in a comprehensive manner consistent with management expectations.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the fRC
Public Document Room.
