SUBJECT:
SAFETY EVALUATION REPORT, AMENDMENT APPLICATION DATED APRIL 29, 1993, RE HEALTH AND SAFETY COUNCIL MEMBERSHIP, HVAC OPERATION BACKGROUND By application dated April 29, 1993, the licensee requested the following changes to the license:
1.
Revise the membership of the Health and Safety Council to replace the Vice President, Operations Division, with the Richland Plant Manager as Council Chair; delete the staff of the Vice President, Operations Division, from specific mention; and change the Vice President, Engineering, to the Vice President, Engineering, Nuclear Division.
2.
Revise the technical requirements for ventilation to allow manual diversion of recirculation air to the exhaust systems during maintenance of the alpha air monitoring system.
DISCUSSION F_ealth and Safety Council The purpose of the Health and Safety Council is to review the safety program, including the (1) industrial and radiological safety practices and trends, (2) adequacy of emergency planning and procedures, (3) overall safety awareness and attitude of employees and programs for promoting improvements, (4) unusual occurrences and accident investigations, and (5) status of Council-related action items. The Council meets monthly, and designated members of the Council make monthly inspections of the buildings and grounds for housekeeping and safety practices.
The Council membership previously included the Vice President, Operations Division, who served as Chair. Due to recent organizational changes, the position of Vice President, Operations, has been changed to Vice President, Manufacturing, Nuclear Division, and the license is being amended to remove this position from the Health and Safety Council. This Vice President is responsible for other Siemens plants, including three in Europe, and is frequently not in Richland. The Richland Plant Manager is now designated as Council Chair; the Richland Plant Manager reports directly to the Vice President, Manufacturing, Nuclear Division.

i The Council membership also explicitly included the staff of the Vice President, Opentions Division. The license is being amended to remove this staff from specific mention, although they may be appointed if needed.
In addition, the Vice President, Engineering Division, is now the Vice President, Engineering, Nuclear Division, and this title has been changed on the Health and Safety Council membership list.
l The staff has determined that, with these changes, the Health and Safety Council will continue to contain staff with appropriate authority and expertise to fulfill its responsibilities.
HVAC Operation 1
Chapter 3, Radiation Protection, Section 3.2.2 Ventilation, of the current l
license states that recirculated air is continuously monitored prior to final HEPA filtration. An indication that airborne levels are such that a 40 DAC-hour exposure could be realized in a week causes automatic diversion of air i
from the recirculation mode to the exhaust air system. The license does not i
include a provision for manual operation of the HVAC systems.
The amendment application changes the operation of the ventilation system to allow the system to be put in manual mode during maintenance, if it is determined that the signal causing the switchover is spurious..The reason is that switching from recirculating mode to once-through mode is very hard mechanically on the HVAC system. While in the manual mode, both visual and.
audible alarms will indicate a trip (high airborne levels), and the switchover to once-through air flow will be made manually, if the trip is not spurious.

I The staff has determined that this change in operation of the ventilating system will not cause a decrease in the protection of workers or the environment.
CONCLUSION /RECOMMENDATIQH Section 70.23(a) of Part 10 of the Code of Federal Regulations states that an application will be approved if the Commission determines that, among other criteria, the applicant's procedures to protect health and to minimize danger to life or property are adequate. The staff has determined that the proposed changes to the membership of the Health and Safety Council and to the operation of the HVAC system will result in no decrease in the ability of Siemens' procedures to meet this requirement.
The Region V Principal Inspector has no objection to' this proposed action.

CATEGORICAL EXCLUSION The change in the membership of the Health and Safety Council is organizational, and the change to the HVAC operation is procedural. These two changes will not adversely affect the public health and safety or the environment. Accordingly, pursuant to 10 CFR 51.22(c)(11), neither an environmental assessment nor an environmental impact statement is warranted for the proposed action.
