RESPONSE TO NEW JERSEY STATE COMMENT SALEM GENERATING STATION UNIT 2 FACILITY OPERATING LICENSE NO. DPR-75 DOCKET NO. 50-311 In a letter dated January 25, 1993, Public Service Electric and Gas Company (PSE&G) submitted a request for amendment of Facility operating License DPR-75 for Salem Generating Station, Unit No.
2.
The proposed changes revised the plant heatup and cooldown curves based on data obtained from analysis of Capsule X, which was withdrawn from Salem Unit 2 during the sixth refueling outage.
In a letter dated May 21, 1993, The State of New Jersey (Bureau of Nuclear Engineering) notified the NRC that the revised heatup curve, Page 3/4 4-28, incorrectly showed the area of acceptable operation above the criticality limit.
1 PSE&G offers the following response tc this comment.
Technical Specification page 3/4 4-28 is a graph, with the axes indicated pressure (PSIG) and indicated temperature (Degrees F).
The graph contains three limitation curves, a leak test limit, a heatup limit and a criticality limit.
These curves are independent of each other.
The heatup curve defines the allowable combinations of pressure and temperature for specific temperature change rates as below and to the right of the limit line.
Unacceptable operation is defined above and to the left of the curve.
When considering acceptable pressure-temperature combinations for plant heatup, the criticality curve can be disregarded.
Whether the " acceptable operation" label is placed above or below the criticality curve is immaterial.
