SUMMARY

REGARDING THE JULY 22, 1993, MEETING TO DISCUSS THE CIVIL ENGINEERING DESIGN REPORT FOR THE NEW EMERGENCY DIESEL GENERATOR BUILDING - CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT 1 (TAC NO. M85222) AND UNIT 2 (TAC N0. M85223)

BACKGROUND:

On July 21,1988, Part 50 of Title 10 of the Code of Federal Regulations was i

amended to include a new Section 50.63, entitled, " Loss of All Alternating Current Power," referred to as the station blackout (SB0) rule.

The SB0 rule requires that each light-water cooled nuclear power plant be able to withstand and recover from an SB0 of specified duration. The SB0 rule also requires l

that information defined in the rule be provided to the staff for review.

BG&E responded to the requirements of the rule and the staff approved its response by letter dated February 12, 1992. The staff's approval included the addition of a new safety-related Class-1E emergency diesel generator (EDG). A series of meetings are being held to discuss various design aspects of the EDG project. BG&E has provided a Civil Engineering Report, a Qualification Test Program, and a Mechanical Systems Design Report for NRC staff review and i

approval.

These submittals will be followed by other submittals addressing the electrical and instrumentation' design requirements for the addition of the EDGs which are being discussed during the series of meetings.

i PURPOSE This meeting focused on the Civil Engineering Design Report for the new EDG j

seismic Category I buildir which will house the Class IE EDG which is being i

added to the site. A list )f attendees is enclosed.

SUMMARY

The NRC staff and the BG&E representatives discussed details related to the i

fuel oil storage tank, the EDG pedestal, the affects of nearby structures, and geotechnical issues. The geotechnical issues discussed included the design

i considerations and parameters for ground water level, liquefaction potential, slope stability analyses, and flotation. The maximum differential settlement calculations and methodology were also discussed.

BG&E indicated that the Mechanical Systems Desigt; Report dated July 20, 1993, which is in the process of being docketed, provides additional information relating to some of the structural details discussed during the meeting.

BG&E further indicated that it would provide supplemental information for both the structural and geotechnical issues discussed during the meeting to assure that all of the necessary information needed is available to allow the staff to complete its review of the Civil Engineering Design Report in a timely manner.

The information requested affects one respondent and, therefore, is not subject to the Office of Management and Budget review under P.L.96-511.
