SUBJECT: NRC INSPECTION REPORT NO. 50-213/93-08
This letter transmits the report of the safety inspection conducted by Messrs. W. Raymond
and P. Habighorst of this office during the period May 9,1993, to June 19,1993, at the
Haddam Neck Plant, Haddam Neck, Connecticut. The report covers activities authorized by

NRC License No. DPR-61. This inspection focused on issues important to public health and
safety. Preliminary findings were discussed with Mr. J. Stetz of your staff at the conclusion
of the inspection.
,
During this report period, we found Haddam Neck operated in a safe and conservative
,
manner. However, during this inspection we noted that one of the emergency diesel
generator non-emergency trips did not function as described in the Update Final Safety
_
Analysis report, as specified in the enclosed Notice of Deviation. The deviation is of concern
because periodic testing did not identify the deficiency, and is another example of equipment
,
configuration deficiencies potentially affecting safety-related equipment. Previous
deficiencies were (1) the wire discrepancy on the 'B' service air compressor (NRC Inspection
Report 50-213/92-04), and (2) the wiring error in the 115 kilovolt breaker failure protection
circuit (Augmented Inspection Team Inspection No. 50-213/93-80). You are required to
respond to this letter and should follow the i1structions specified in the enclosed Notice when
i
preparing your response.
