On June 24,1993, a four hour report was made for having an inoperable Emergency Diesel Generator (EDG), pursuant to the requirements of 10CFR50.72(b)(2)(iii)(A).

i The 1H EDG exhaust muffler bypass valve, which is required to be fully open, was-discovered only partially open.

The EDG exhaust muffler bypass valve was

.l immediately restored to the full open position. Since diesel operability could not be verified with the bypass valve partially open, a four hour report was made.

I Based on an engineering evaluation, we have subsequently determined this event to be non-reportable. The ability of the EDG to perform its safety function was not l

affected. The use of the exhaust bypass valve, while a conservative measure, is not required to fully meet design basis requirements for operability of the EDG. Therefore, i

1H EDG was operable pursuant to Technica! Specification 3.8.1.1 and capable of achieving safe shut down.

Since the 1H EDG was operable and capable of performing its safety function, the four 1

hour report was not needed. Therefore, the four hour report made to the NRC on June 24,1993,is being retracted.

Due to the change in reportability, a thirty day written report pursuant to l

10CFR50.73(a)(2)(v)(A), is not required. This was discussed with the NRC Operation Center at 1624 hours0.0188 days <br />0.451 hours <br />0.00269 weeks <br />6.17932e-4 months <br /> on July 16,1993.
