- denotes presence at exit interview 2.0 Followun of Previously Identified Violation (Closed) VIO 70-622/92-01-01: During the previous inspection, the inspector determined that a password needed for access to the controlled access area was not changed at the required frequency. During this inspection the inspector determined, through discussions with licensee personnel and a review of records, that the licensee has implemented a manual system for tracking the due date for the password change. The password was being changed at the required frequency and was last changed on January 15,1993. This matter is closed.
3.0 Material Control and Accountine e
3.1 Facility Oueration The inspector verified through a review of records that the licensee was maintaining and implementing procedures which are documented in the " Material Control and Accounting Procedures for License #SNM-561," dated August 28, 1992. Written statements of responsibility and authority were established and were being properly executed for those positions with responsibility for Special Nuclear Material (SNM).
3.2 Inventorv The licensee conducted a physical inventory of all special nuclear material in its possession within the past 12 months. This was substantiated by the inspector through a review of the physical inventory results for the year 1993.

3 The inventory consisted of: (1) enriched uranium in the form of MTR fuel plates stored in three 6M scaled containers, and (2) plutonium in the form of sources 1
and neutron generators (Pu-238 batteries). All inventory items were identified by a unique number assigned by the licensee. Each item was located in a locked area.
The inspector verified the presence of certain selected items in the licensee's inventory by piece count and compared the results to the licensee's inventory listing.
On September 28 and 29, M92, the licensee conducted a physical inventory of the MTR fuel plates stored in the three sealed 6M containers. The containers had not been opened since they were received in October and November,1981. Upon completion of the inventory the three 6M containers were sealed with Type-E seals, numbered 101,102 and 103.
3.3 Records and Reports The inspector reviewed the licensee's records, reports and source data. All Material Balance Reports (DOE /NRC Form 742 and 742-C), submitted by the licensee for the period April 1,1992, to March 3,1993, were reviewed for compliance with 10 CFR 70.53.
Leak test records for ten sealed sources were reviewed for completeness and timeliness.
The licensee's authorized possession limits were compared to she actual holdings and were in compliance with license conditions.
There were no deficiencies identified in the licensee's Material Control and Accounting l
Program.
4.0 Fixed Site Physical Protection Measures for Special Nuclear Material of Moderate Strateele Sienificance 4
The licensee's program for the physical protection of special nuclear material (SNM) of moderate strategic significance was reviewed by the inspector for conformance to the NRC-approved physical security plan. The inspector examined physical barriers, access I
controls, procedures, and key control, and observed a licensee test of alarm system feature-s. The inspector found that the implementation of the licensee's program met the general performance requirements and objectives of the governing regulations.
