10 CFR 50.54 QUALITY ASSURANCE PROGRAM CHANGE REVIEW

REFERENCES:

Ixtter dated May 6,1993, from Mr. S. La Bruna to the U. S. Nuclear Regulatory Commission transmitting Annual Submittal of Changes to the Hope Creek Quality Assurance Program We received your 10 CFR 50.71(e) submittal, referenced above, transmitting Revision 5 to the Updated Final Safety Analysis and the Quality Assurance Program for Hope Creek Generating Station. The Region I staff has reviewed this submittal in accordance with 10 CFR 50.54(a) and determined that the changes to the Quality Assurance Program are acceptable in that the Quality Assurance Program (QAP) continues to satisfy the criteria of Appendix B of 10 CFR Part 50 and your Technical Specifications. If there are changes to other operative QA commitments existing in docketed correspondence outside of the QA program description, you are obligated to notify this office. Implementing such changes should be based on 10 CFR 50.54(a)(3).

We observed that your submittal identified changes made to your QAP. Future transmittals should also identify the reason for the change and the basis for concluding that the revised program continues to satisfy Appendix B of 10 CFR 50 as required by 10 CFR 50.54(a)(3).

The effectiveness of your Quality Assurance Program and procedure implementation will continue to be the subject of routine regional inspections.
