This refers to the inspection conducted by Mr. L. E. Ellershat of this office
on July 6-9, 1993. The inspection included a review of activities authorized

for your Waterford Steam Electric Station, Unit 3 facility. At the conclusion
of the inspection, the findings were discussed with those members of your
staff identified in the enclosed report.
i
Areas examined during the inspection are identified in the report. These
areas included followup on your actions taken in response to findings
identified by the NRC during an audit of your safety-related check valve
program. Within these areas, the inspection consisted of selective examina-
tions of procedures and representative records, interviews with personnel, and
i
observation of activities in progress. The results of this inspection are
documented on page 1, in the enclosed report.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of
this letter and its enclosures will be placed in the NRC Public Document Room.
