It has been Grand Gulf's practice to conduct periodic Safety System Functional Assessments (BSFAs) in conjunction with the other U.
S.
BWR-6 plants.
We collectively charter a team of qualified and experienced inspectors to examine design, operations, testing, and maintenance practices and controls of a common system (or systems) at our respective plants.
The assessment team is composed of contracted and plant staff personnel who perform the assessment over a period of six to eight weeks per site.
Grand Gulf has recently completed its fourth SSFA, the results of which are attached for your information.
This assessment, performed by Ogden Environmental and Energy Service, Inc., was conducted April 19 through May 14, 1993 on the Low Pressure Core Spray (LPCS) and the Reactor Core Isolation Cooling (RCIC) systems.
j The scope of the assessment included an extensive review of the LPCS and RCIC systems, AC and DC power distribution equipment to support LPCS and RCIC, related instrumentation and controls, and ventilations systems for the LPCS and RCIC pump rooms.
This review was not limited to the licensing basis of the plant, but rather extended beyond the original licensing basis in order to ascertain total functionality of each system.

July 23, 1993 GNRO-93/00090 Page 2 of 4 During the assessment, the teca noted several strengths in areas of mechanical and instrumentation & control design, operations, and testing.
Weaknesses such as inconsistencies between design documents were also noted in some arer.s; however, the team did not believe that any of the issues were of safety significance due to design redundancy or design conservatism.
Plant documents associated with the systems and interfacing systems were reviewed (e.g., piping and instrumentation drawings, system descriptions, engineering standards, design change packages, and regulatory documents).
Overall assessment observations concluded that the LPCS and RCIC systems were adequately designed and maintained to ensure performance of their intended safety function.
Similar to our previous assessments, we believe that performance of SSFAs has enhanced current programs and provided the Quality Programs organization with increased technical knowledge and experience in conducting in-depth, performance-based assessments.
Grand Gulf expects to continue SSFA efforts with the BWR-6 utilities on a case-by-case basis.

We would also like to take this opportunity to endorse the NRC's initiative to substitute licensee assessments like our SSFA for NRC Team inspections.
