Service Water Operation Performance Inspection (SWOPI)

Gentlemen:

Maine Yankee recently discussed with you.the possibility of conducting a self-inspection of Service. Water Operational Performance in lieu of a NRC Service Water Operation Performance Inspection (SWOPI). The inspection would utilize Maine Yankee personnel in lieu of NRC personnel / contractors.

We are presently. developing the plans:to conduct an inspection. on our Service Water System using as guidance NRC--

Temporary Instructions 2515/118.

We understand that the NRC. may' also-elect. to L

conduct an independent SW0PI on Maine Yankee,Las deemed appropriate.

Provided<as attachments are a proposed milestone-schedule, SWOPI organization,

Land conceptual functional descriptions of areas to be assessed. The functional areas

-provided are considered to be consistent with the-NRC Temporary Instructions. Also provided, as an attachment, is a. listing of recent' previous inspections conducted on the SW system, CCW ' systems, and auxiliary systems, such- ~ as,. electrical and instrumentation systems.

It should be noted that the Service Water (SW) System at

' Maine Yankee' only provides the. heat / sink for_ the plant's-. component Cooling-Waterl

=(CCW)-Systems. The CCW systems;are closed-loop / chemically; controlled-. systems. - As -

such, the:SW system is considered relatively simple (non-complex) system (Refer to-FSAR section 9.6 for additional SW system description).

As. indicated in the attached.SWOPI milestone schedule, we' propose'.to meet with' NRC personnel -to discuss our ; proposed inspection plan-and schedule ' prior to

-finalizing our inspection program.

The schedule shows' minimal-inspection plan activities from July through October of this year to avoid impacting refueling outage; activities and personnel resources.
