l Fackaround In December 1969, BWFC was granted License No. SNM-1168 to operate its Commercial Nuclear Fuel Plant located in Lynchburg, Virginia. The original l

authorized activities of the license included the receipt of UO powder to 2

fabricate fuel pellets.

In 1982, BWFC discontinued its pelletizing operation and opted to purchase fuel pellets from a vendor. This decision significantly simplified BWFC's operations because various chemical processes that convert enriched UF to UO powder were no longer required. However, BWFC maintained 6

In an application dated June 16, 1993, BWFC requested a license amendment to delete the authority to receive enriched UF and U0 and to reflect current i

operations.

Discussion In the application dated June 16, 1993, BWFC requested that its license be j

amended as follows:

(1) reduce the amount of uranium-235 to 15,000 kgs and remove the authority to receive uranium-235 powder, (2) delete the authority to possess enriched UF, (3) reduce amount of depleted or natural uranium to 6

100,000 kgs, (4) reduce the amount of natural UF to 350 grams, (5) reduce the 6

amount of byproduct material contained in sealed sources to 10 curies, (6) increase the amount of uranium-235 for laboratory purposes to 350 grams, and (7) reduce the amount of byproduct material to 10 curies. Other revisions were made throughout the license to reflect current operations.

The staff notes that the licensee's request reduces its authority to receive, process, and use licensed material and reduces potential safety hazards.

Accordingly, the staff finds the request acceptable.

Cateaorical Exclusion The staff has reviewed the proposed license amendment and determined that (1) there is no significant increase in the amounts of any effluents that may 9307260141 930721 m.

be released offsite, (2) there is no significant increase in individual or cumulative occupational radiation exposure, (3) there is no.significant construction impact, and (4) there is no significant increase in the potential for or consequences from radiological accidents. Accordingly, pursuant to 10 CFR 51.22(c)(11), neither an environmental assessment nor an environmental impact statement is warranted for the proposed action.

Conclusion / Recommendation The staff concludes that the proposed license amendment can be issued without undue risk to ~the workers and public. Approval of the application is recommended. The Region II Project Inspector has no objection to this action.
