NRC INSPECTION REPORT NOS. 50-325/93-23 AND 50-324/93-23

This refers to the special inspection conducted by Richard L. Prevatte of this

office on May 1 - June 4, 1993. The inspection involved a review of

activities authvized for your Brunswick facility and included augmented 74-

hour inspection of startup testing activities for Unit 2.

At the conclusion

of the inspection, the findings were discussed with those members of your

staff identified in the enclosed report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective' examinations of procedures

and representative records, interviews with personnel and observation of

activities in progress.

Section 5 of this report confirmed successful completion of a well planned and

monitored startup testing program for Unit 2.

Strengths were identified with

pre-job briefings, shift turnovers, and management oversight. The report also

describes several weaknesses which warrant your attention. These involve:

(1) repairs to the containment atmosphere instrumentation; (2) post-

maintenance testing of balance of plant wiring modifications; (3) tracking the

affect outstanding work requests have on the operability of equipment; and

(4) long-term resolution of residual heat removal pump vibration.

The enclosed Inspection Report identified activities (associated with a failed

main steam flow instrument) that violated NRC requirements that will not be

subject to enforcement action because the licensee's efforts in identifying

and correcting the violation meet the criteria specified in Section VII.B. of

the Enforcement Policy.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of

this letter and its enclosure will be placed in the NRC Public Document Room.
