MEETING SEPTEMBER 8, 1993, RE DRY CONVERSION EXPANSION; CRITICALITY SAFETY ANALYSES (CSA) UPDATE PROGRAM; LICENSE RENEWAL This letter is to confirm a September 8,1993, meeting at Nuclear Regulatory Commission headquarters to discuss the progress of the CSA Update Program and the expansion of the dry conversion facility.

If time permits, we will also discuss NRC's schedule for renewal of your special nuclear material license and your waste management plans. An agenda is enclosed. NRC representatives at the meeting will include fuel cycle Licer. sing Branch and Region V staff.

With respect to the CSA Update Program, Siemens should plan to provide quarterly progress reports to NRC headquarters and Region V.

The first progress report should be submitted by August 24, two weeks before the September 8 meeting.

Subsequent quarterly reports should be submitted at least two weeks prior to the scheduled quarterly management meetings.

These quarterly reports should include information on how closely the program schedule is being followed, significant findings, obstacles encountered, and changes to the program.

We understand that the dry conversion expansion presentation will be provided by Mike Valentine and Nak Urza of your Manufacturing Engineering group. The focus of this discussion will be to acquaint NRC licensing staff with the technical aspects of the expanded dry conversion process, equipment, and operations, and with the proposed programs for radiation safety, chemical safety, criticality safety, fire protection, and environmental protection. We also plan to discuss your schedule for submittal of the license amendment application and our schedule for its review.

We look forward to meeting with you on September 8.
