Meeting Report No. 50-219/93-07 (Enforcement Conference)
This letter refers to the special reactive safety inspection conducted by Mr. J. Furia and Dr.
W. Pasciak of this office on May 17-18, 1993, and to the subsequent Enforcement
Conference held at the NRC Region I office, King of Prussia, Pennsylvania, on June 24,
1993. The inspection was conducted to examine the events which occurred on May 7 and 11
in the Fill Aisle of the New Radwaste Building. The inspection report for the May 17-18
inspection was transmitted to you by letter dated May 31,1993. Five apparent violations
were identified in the inspection report.

The enforcement conference was held as a result of the findings of the inspection and was
attended by you and members of your staff. The following matters wue discussed during
the enforcement conference: the events and their safety significance, and the facts associated
with the events; the appropriateness of the apparent violations relative to criteria outlined in
the NRC's Enforcement Policy (10 CFR Part 2, Appendix C); the possible basis for
exercising discretion in accordance with Section VII of the Enforcement Policy; your short
and long-term corrective actions; and factors that NRC considers when it determines the
amount of a civil penalty that may be assessed in accordance with Section VI.B.2 of the
'
Enforcement Policy. In addition, a summary of your root cause analysis of the event was
discussed. The conference was open to the public and members of the public were in
attendance.
The enclosed Enforcement Conference Report provides additional details regarding the above
matters and related topics discussed at this conference.
No reply to this letter is required. You will be notified of our evaluation of appropriate
enforcement action at a later date.
