SUBJECT:
INSPECTION REPORT 50-298/93-21 (NOTICE OF VIOLATION)
This refers to the inspection conducted by Messrs. T. W. Dexter and
A. B. Earnest of this office and Ms. N. E. Ervin of the office of Nuclear
Reactor Regulation on June 14-18, 1993. The inspection included a review of-
,
the Access Authorization Program authorized for your Cooper Nuclear Station
facility.
At the conclusion of the inspection, the findings were discussed
with the personnel identified in the enclosed report.
The Access Authorization Program areas examined during the inspection'are
identified in the report.
Within these areas, the inspection consisted of
selective examinations of procedures and representative records, randomly
selected samples of background investigations, interviews with personnel, and
observation of activities in progress.
Based on the results of this inspection, one of your activities appeared to be
in violation of NRC requirements, as specified in the enclosed Notice of
Violation (Notice).
The violation involved the failure to inform all
individuals granted unescorted access of their responsibility to report any
arrest that might impact on the individual's trustworthiness.
In addition to
the cited violation above, it was identi' led that you had granted unescorted
access to an unauthorized individual in
iolation of your NRC-approved
Physical Security Plan.
This violation ,; not being cited because the
criteria in paragraph VII.B.2 of Appendix C to 10 CFR Part 2 of the NRC's
" Rules of Practice," were satisfied.
This violation was an isolated
occurrence and the licensee staff took prompt and effective actions to correct
the problem.
You are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response.
In your
response, you should document the specific actions taken and any additional
actions you plan to prevent recurrence.
After reviewing your response to this
Notice, including your proposed corrective actions, the NRC will determine
'
whether further enforcement action is necessary to ensure compliance with NRC
regulatory requirements.
