SUBJECT:

SECOND 10-YEAR INTERVAL INSERVICE INSPECTION (ISI) PROGRAM, ARKANSAS NUCLEAR ONE, UNIT 2 (ANO-2) (TAC NO. M84193)

The NRC staff concluded in its Safety Evaluation (SE) dated November 22, 1991, that your Second 10-Year Interval ISI Program for ANO-2 was unacceptable and not in compliance with the regulations. By letters dated July 31, and October 9, 1992, you reissued the program in its entirety and submitted revisions to the program, responded to the November 22, 1991, SE and provided Relief Request No.92-001, Revision 1.

The staff, with the assistance of its contractor, Idaho Engineering Laboratory (INEL), has reviewed and evaluated your submittals and concludes that the proposed alternative examination in Relief Request No.92-001, Revision 1, provides an acceptable level of quality and safety and is authorized pursuant to 10 CFR 50.55a(a)(3)(i), that your responses to the staff's November 22, 1991 SE are acceptable, and that your Second 10-Year ISI Program is in compliance with 10 CFR 50.55a(g) and Technical Specification 4.0.5.

Our related SE is enclosed.

The staff has determined that the granting of relief is authorized by law, will not endanger life or property or the common defense and security, and is otherwise in the public interest.

In making this determination, we have given due consideratici to the burden that could result if the applicable ASME Code reotdrements were imposed on your facility.

This letter grants the relief identified above.

Subsequent to the staff's review discussed above, you submitted a letter dated March 26, 1993, that contained additional information related to the program regarding three relief raquests that were not addressed in your July 31, and October 9, 1992 letters (these relief requests were discussed in a letter dated January 12, 1990, in your initial submittal of the program).

In the March 26, 1993 letter, you stated that you were withdrawing the three relief requests and will resubmit them, as you determine necessary, after completing the following:
