Docket No. 50-220

,

Mr. B. Ralph Sylvia

Executive Vice President - Nuclear

Niagara Mohawk Power Corporation

301 Plainfield Road

Syracuse, New York 1321'2

Dear Mr. Sylvia:

SUBJECT:

NINE MILE POINT 1 REQUALIFICATION INSPECTION REPORT (50-

220/93-09)

During the period of June 7 - 11,1993, the NRC conducted an announced inspection of your

licensed operator requalification training (LORT) program. This inspection was conducted

utilizing NRC Temporary Instruction (TI) 2515/117, " Licensed Operator Requalification

Program Evaluation." This TI was developed because of proposed rulemaking that would

delete the requirement that the NRC examine each licensed operator for purposes of license

renewal. The purpose of this T1 was to evaluate the acceptability of your LORT program

^

through a performance-based inspection in lieu of a NRC staff requalification examination of

licensed operators.

l

The inspection included a review of the same attributes as those normally evaluated during a

requalification examination, including the administration of the operating and written

examination. Additionally, selected programmatic aspects of the requalification training

program were reviewed, which included, but were not limited to, a review of administrative

l

procedures, interviews with licensed operators and training personnel, and identification of

operator performance deficiencies.

Based upon the results of this inspection, it was determined that the Nine Mile Point Unit 1

LORT program is being implemented in accordance with the requirements of 10 CFR 55.59

for the areas reviewed. The interface between the Operations and Training Departments was

noted as a strength of the program. No violations or programmatic weaknesses were

identified.

At the conclusion of the inspection, the findings were discussed with Mr. N. Carns and those

members of your staff identified in the enclosed report. Representatives of your staff

acknowledged the inspection findings. No response to this letter is required.

.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this iater and

the enclosure will be placed in the NRC Public Document Room.
