Inspection No. 50-289/93-12

This letter refers to the announced physical security inspection conducted by Messrs.

G. C. Smith and E. B. King of this office on May 17-21,1993, of activities authorized by NRC

License No. DPR-50 at Three Mile Island (TMI) Unit 1, Middletown, Pennsylvania. A meeting

to discuss the inspection results was held with you and other members of your staff by

Mr. Smith and me on May 28,1993.

Areas examined during this inspection are important to public health and safety and are

described in the NRC Region I Inspection report which is enclosed with this letter. Within these

areas, the inspection consisted of selective examinations of procedures and representative

records, interviews with personnel and observations by the inspectors.

This inspection was conducted to review potential compliance issues that resulted from the

Incident Investigation Team review of the February 7,1993, event that involved an individual

gaining unauthorized access to the TMI protected area. Several weaknesses were identified

during the inspection, however, no violations were disclosed.

The February 7,1993 event also raised several potential policy issues that are being reviewed

and evaluated by the NRC staff for strengthening nuclear plant security programs. That process

is independent of the NRC's inspection program and you will be advised separately regarding

those issues, as appropriate, in the future.

No response to this letter is required. Your cooperation with us appreciated.
