NOTICE OF VIOLATION Union Electric Company Docket No. 50-483 Callaway Nuclear Power Station License No. NPF-30 During an NRC inspection conducted on June 8-9 and 10-11, 1993, a violation of NRC requirements was identified.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the violation is listed below:
Technical Specification 6.8.1 states, in part, that written procedures shall be established, implemented, and maintained covering the ctivities described in Appendix A of Regulatory Guide 1.33, Revision 2, February 1978.
Those activities include access control to radiation areas.
Callaway health physics technical procedure HTP-ZZ-01500, " Radiological Posting," states, in part, that rooms posted " Contact HP for Survey Prior to Entry" are rooms where access is restricted until the radiological conditions in the room can be surveyed.
Contrary to the above, on December 28, 1992, an equipment operator (EO) entered two rooms posted " Contact HP for Survey Prior to Entry" without first having the radiological conditions in the rooms surveyed.
The E0 was aware that a survey was required before he entered the room.
This is a Severity Level IV violation (Supplement IV).
The inspection showed that steps had been taken to correct the identified violation and to prevent recurrence.
Consequently, no reply to the violation is required and we have no further questions regarding this matter.
