By letter dated March 4,1993, Southern Nuclear Operating Company (SNC) requested changes to the Farley Nuclear Plant (FNP) Units 1 and 2 Technical Specification 3/4.8.1, " Electrical Power System AC Sources," to reflect the plant modifications to be implemented in response to the station blackout rule (10 CFR 50.63). Specifically, references to diesel generator 2C as an onsite emergency AC electrical power source were removed from the technical specification since it will become the designated alternate AC (AAC) source.

A meeting was held with the NRC Staff on June 2, 1993, to discuss SNC's request to remove the requirements associated with diesel generator 2C from the technical specification. Following this meeting the NRC requested assurance that diesel generator 2C will be maintained in a manner to ensure continued reliability and availability. Therefore, SNC proposes to include the following in the Administrative Controls Section 6 of the FNP Technical Specifications: 1) a reference to a document which defines the testing, maintenance, and procurement requirements necessary to ensure that diesel generator 2C will continue to be a Class lE component, and 2) a requirement to inform the NRC if diesel generator 2C is out of service for more than 10 days.

In addition, SNC reconfirms its policy not to intentionally remove two diesel generators from service at the same time.

Attached are the revised technical specification pages for Units 1 and 2. SNC has reviewed the 10 CFR 50.92 evaluation prepared in support of the March 4, 1993, submittal and has determined that the analysis is unaffected by these revisions and that no significant hazards consideration is involved. In addition, the environmental impact evaluation provided with the previous submittal is also unaffected.

The Plant Operations Review Committee has reviewed and approved these proposed i changes, and the Nuclear Operations Review Board will review these proposed  ;

changes at a future meeting.

l Approval of these proposed changes is requested by September 1, 1993, prior to .;

the Unit 2 ninth refueling outage during which the-required station blackout '

modifications for Unit 2 will be implemented. .The modifications planned for this outage will remove the safety start signal to diesel generator 2C for  ;

both Units 1 and 2;-therefore, approval must be received prior to the start of. ,

this effort in order to avoid an unnecessary technical specification required shutdown of Unit 1.  ;

A copy of these proposed changes has been sent to Dr D. E. Williamson, the .i Alabama State Designee, in accordance with 10 CFR 50.91(b)(1). '
