ISSUANCE OF AMENDMENTS (TAC NOS. M85990 AND M85991)

The Commission has issued the enclosed Amendment No.146 to Facility Operating License No. DPR-39 and Amendment No.134 to Facility Operatirig License No.

DPR-48 for the Zion Nuclear Power Station, Units 1 and 2, respectively. The amendments are in response to your application dated March 11, 1993, as supplemented June 21, 1993.

The amendments modify the Technical Specifications (TS) in accordance with Generic Letter (GL) 89-01, " Implementation of Programmatic Controls for Radiological Effluent Technical Specifications (RETS) in the Administratin Controls Section of tne Technical Specifications and Relocation of Proced-Details of RETS to the Offsite Dose Calculation Manual (ODCM) or to the Process Control Program (PCP)." The amendments implement the GL by relocating the procedural details of the current radioactive effluent and radiological environmental monitoring program and solid radioactive waste program to the offsite dose calculation manual and process control program, respectively; and incorporate related programmatic controls into the Administrative Controls section of the TS.

A copy of the Safety Evaluation is also enclosed.

The Notice of Issuance will be included in the Commission's biweekly Federal Register notice.
