VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 ISSUANCE OF AMENDMENTS AND GRANTING OF EXEMPTIONS RE: REMOVAL OF THE PREOPERATIONAL PASSIVE RESIDUAL HEAT REMOVAL HEAT EXCHANGER NATURAL CIRCULATION TEST (LAR 19-017) (EPID L-2019-LLA-0194)
Dear Mr. Whitley:
In response to your application dated September 6, 2019, as supplemented by letter dated January 31, 2020, the U.S. Nuclear Regulatory Commission has granted the enclosed Exemptions and issued the enclosed Amendment Nos. 177 and 176 to Combined License (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The amendments consist of changes to the Updated Final Safety Analysis Report (UFSAR) and plant-specific Tier 1 information, with corresponding changes to Appendix C of the facility COLs.
The amendments authorize changes to the VEGP Units 3 and 4 UFSAR in the form of departures from the incorporated plant-specific Design Control Document (PS-DCD) Tier 2 information and involves changes to COL Appendix C. The proposed changes remove the natural circulation test of the passive residual heat removal (PRHR) heat exchanger conducted during preoperational testing from the scope of the initial test program. In lieu of performing this test according to Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) 2.2.03.08b.01, the ITAAC would be updated to reflect the heat removal performance test of the PRHR heat exchanger under forced flow conditions.
The exemptions allow changes that impact Tier 1 of the PS-DCD and Appendix C of the facility COLs as specified in License Amendment Request (LAR)19-017. These exemptions are related to, and necessary for, the granting of the license amendments which are being issued concurrently.

The Safety Evaluation is being provided to Southern Nuclear Operating Company for a review of proprietary information pursuant to Title 10 of the Code of Federal Regulations, Section 2.390, Public Inspections, Exemptions, Requests for Withholding. The NRC will withhold the enclosed Safety Evaluation from public disclosure for 5 business days from the date of this letter to allow you the opportunity to identify any proprietary information. If within this period, you do not request that all or portions of the Safety Evaluation be withheld from public disclosure, the enclosure will be made available for public viewing through the Publicly Available Records component of the NRCs Agencywide Documents Access and Management System. The notice of issuance of the amendment and the exemption documents included in this letter will be published in the Federal Register.
