Beaver Valley Power Station, Unit No. 1 BV-1 Docket No. 50-334, License No. DPR-66 Proposed Operating License Change Request No. 202, Supplement 1, Spent Fuel Pool Rerack Pursuant to 10 CFR 50.90, Duquesne Light Company requests an amendment to the above license in the form of changes to the technical specifications.

The proposed changes will modify our original submittal by incorporating changes to Specification 3.9.14, including applicable surveillance requirements and bases, to address NRC recommendations concerning separate qualification requirements for storing low burnup fuel in Region 2 peripheral cells.

We believe that these separate qualification requirements do not represent a substantive change from the requirements of our original submittal.

The proposed technical specification changes are presented in Attachment A.

The safety analysis (including the no significant hazards evaluation) is presented in Attachment B,

the typed replacement technical specification pages are presented in Attachment C,

and modifications to the rerack licensing report are provided in Attachment D.

i This change has been reviewed by the Onsite Safety Committee and offsite Review Committee.

The change was determined to be safe and does not involve a

significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis.

Our original submittal requested a

November 1, 1993, approval date for this proposed change.

We are reaffirming this requested date to ensure the spent fuel rack replacement is complete prior to the tenth refueling outage.
