Gentlemen:
SUBJECT: NRC INSPECTION REPORT N0. 50-298/93-20 (NOTICE OF VIOLATION)
This refers to the inspection conducted by Mr. T. O. McKernon and the
personnel of this office identified in the enclosed report on May 24-28, 1993.'
The inspection included an assessment of the qualifications of individuals who
had applied for licenses to operate your Cooper Nuclear Station facility. At
the conclusion of the inspection, findings of significance were discussed ~with
those members of your staff identified in the enclosed report.
Areas examined during the inspection are identified in the report. Within
these areas, the inspection consisted of evaluation of license applicants by
the use of written examinations, dynamic simulations, selected job-related
tasks, and oral questioning in accordance with NUREG-1021, " Operator Licensing
Examiner Standards," Revision 6.
The results of.this inspection'are
documented on pages 1 and 2, in the enclosed report. . Based on thise results,
all of the applicants demonstrated adequate competency and have been issued
the appropriate licenses.
Based on the results of this inspection, certain licensed activi.iss appeared
to be in violation of NRC requirements, as specified in the enci
d Notice of
Violation (Notice). The violation pertained to an inadequate procedure and is
of concern because it is indicative of weaknesses in the verification. and
validation process during procedural change activities.
You are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparina your response.
In your
response, you should document the specific ac..w ns taken and any additional-
actions you plan to prevent recurrence. After reviewing your response to this.
Notice, including your proposed corrective actions and the results of future
inspections, the NRC will determine whether further NRC enforcement action'is
necessary to ensure compliance with NRC regulatory requirements.
In accordance with 10 CFR Part 2.790 of the NRC's " Rules of Practice," a copy

Room.
