SUBJECT: NOTICE OF VIOLATION AND NOTICE OF DEVIATION-
(NRC INSPECTION REPORT NO. 50-325/93-25 AND 50-324/93-25)
This refers to the inspection conducted by J. J. Lenahan of this office'on
May 17-21, 1993. The inspection included a review of activities-authorized
for your Brunswick facility. At the conclusion of the inspection, the
findings were discussed with those members of your staff identified in the
enclosed report.
Areas examined during the inspection are identified in the report. _ Within.
these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observation of
activities in progress.
Based on the results of this inspection, certain of your activities appeared
to be in violation of NRC requirements, as specified in the enclosed Notice'of
Violation (Notice), and other activities appeared to deviate from commitments
to the NRC, as specified in the enclosed Notice of Deviation. We are con-
cerned about the violation because your Nuclear Engineering Department-(NED)
Staff failed to perform self assessments which should have identified the
document control problems within NED. The additional problems identified by
the Nuclear Assessment Department during their April 26-30, 1993, assessment
of NED are also of concern to NRC. This assessment was not performed until
after NRC identified the document control problems in NED.
The deviation is of concern because of your failure to implement corrective
actions to resolve an LER in accordance with your commitments to NRC.
You are required-to-respond to-this-letter and should- f ollow the -instructions
specified.in the enclosed Notice when preparing your response.
In your

response, you should document the specific actions taken and any additional
actions you plan to prevent recurrence. After reviewing your response to this
Notice, including your proposed corrective actions and the results of future
inspections, the NRC will determine whether further NRC enforcement action is
necessary to ensure compliance with NRC regulatory requirements.
