Dear Mr. Feigenbaum:
SUBJECT: NRC INSPECTION REPORT NO. 50-443/93-10
This letter transmits the report of the safety inspection findings of the resident staff at
Seabrook Station for the period of May 11 duough June 14, 1993. The inspection consisted
of document reviews, personnel interviews, and observations of activities important to the
health and safety of the public. The inspector discussed the findings with Mr. W. DiProfio
,
and members of your staff after the inspection.
Overall, this inspection found that activities were conducted safely. Also, your independent
review team conducted a thorough review of the weaknesses in the corrective action program
and developed comprehensive recommendations. However, in contrast to generally good
performance by the station staff, the enclosed report documents several personnel errors that
collectively warrant your attention.
Your licensee event reports described violations for inadequate testing of reactor coolant
system temperature detectors. The violations were not cited based on the low safety
significance of the testing errors, and your identifying and correcting the inadequate test
methodology.
