Subject: EMERGENCY PREPAREDNESS (EP) INSPECTION 50-289/93-10
Enclosed is the report of the announced inspection of the annual, full participation Three Mile
Island Nuclear Station emergency exercise and EP matters conducted from May 18-20, 1993,
by Mr. J. Laughlin and others of this office. Our inspection findings were based on observation
of exercise activities, discussions with your staff, and document review. After the inspection,
preliminary NRC findings were discussed with you and members of your staff.
Overall, the on-site response to this exercise scenario was good. Expected Emergency Plan
implementation actions were done well. No exercise weaknesses were identified. Significant
areas for potential improvement included (1) accuracy of initial dose assessment information
i
from the Radiological Assessment Coordinator, (2) adequacy of battery-operated emergency
i
lighting in the Emergency Operations Facility, and (3) elimination of inappropriate prompting
of exercise players.
