50-328 SEQUOYAH NUCLEAR PLANT (SQN) - TECHNICAL SPECIFICATION (TS) CHANGE 93-07, END OF LIFE (EOL) MODERATOR TEMPERATURE COEFFICIENT (MTC) RELAXATION in accordance with 10 CFR 50.90, we are enclosing a requested amendment to Licenses DPR-77 and DPR-79 to change the TSs of SQN Units 1 and 2.

'Ihe proposed change includes an analysis supporting a more negative E0L MTC.

The changes tr. allow relaxation of the EOL MTC limit in the Core Operating Limits Report are based on Westinghouse Electric Corporation methodology in Westinghouse Commercial Atomic Power (WCAP) No. 13631.

The analysis is SQN specific, but is similar to that approved for use at other nuclear power plants. The WCAP is being submitted as Enclosure 5 to this requested TS change.

The proposed TS change is identified in Enclosure 1.

The npplication for withholding and the affidavit set forth the basis on which the information may be withheld from public disclosure by NRC and address with specificity the considerations listed in paragraph (b)(4) of Section 2.790 of NRC regulations.

Accordingly, it is respectively requested that the information that is proprietary to Westinghouse be withheld from public disclosure in accordance with 10 CFR, Section 2.790, of NRC regulations.
