SUPPLEMENTAL SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATING TO CONTAINMENT PURGE SYSTEM GULF STATES UTIllTIES RIVER BEND STATION DOCKET NO. 50-458
1.0 INTRODUCTION
By letter dated August 3, 1992, the NRC staff forwarded a Safety Evaluation which concluded that changes to the current 1000 hours0.0116 days <br />0.278 hours <br />0.00165 weeks <br />3.805e-4 months <br /> / year technical specification limitation on containment purging via the 36-inch purge valves are not warranted, and that the Containment Access Management Program (CAMP)
I should be maintained throughout the plant's life.
In a letter dated January 29, 1993, the licensee provided a history of the CAMP, noting that it has been discontinued, and requested that the August 3, 1992, SE be revised to correctly indicate the status of program.
2.0 DISCUSSION AND EVALUATION The CAMP was a licensee action resulting from " Safety Evaluation Report Related to the Operation of River Bend Station," (NUREG-0989, May 1984)
Section 6.2.4.3 relating to the need to minimize plant operation with the 36-inch purge valves open.
The SER required the licensee to commit to implement, prior to operation, a nine-point interim (first operating cycle) program, the i
third point of which was a requirement to " develop a containment access management program so that access time requirements will be minimized as appropriate." The desire to minimize access time follows from the fact that purging is required prior to containment entry if the containment airborne activity is 225 percent maximum permissible concentration.
By letter dated November 8, 1984 the licensee committed to a CAMP described as:
1.
Procedure to control containment access; 2.
Collection of access data during the first fuel cycle; 3.
Evaluation of access data; and 4.
Recommendations based on data evaluation.
Control of containment access will be by procedure which establishes criteria to be met prior to entry, coordinates the entry among the various groups (i.e., Operations, Security, Maintenance) and directs the collection of access data.

On October 30, 1987, the licensee submitted th: + s.1 and results of the first cycle-operating experience. The staff evaluated
't.e information and concluded in its August 3, 1992, SE, that the licensee's tantainment access management program be maintained throughout the plant's life in order to provide continued control of personnel entry into containment so that operation of the purge system will be maintained. The staff position expressed by this statement was that the licensee should continue to maintain access controls which minimize personnel access and re:idence time in the containment.in a manner consistent with the procedures implemented under the CAMP.
It was-not intended to require the licensee to continue to record and report data other than as necessary to comply with the technical specifications and administrative procedures.

3.0 CONCLUSION
The staff supplements its August 3,1992, SE to indicate that it is the administrative controls implemented under the CAMP, and not the interim CAMP, that should be maintained. The August 3, 1992, SE conclusion was not intended to require the licensee to extend its first operating cycle commitment indefinitely.
It is also noted that it is not the intent of the staff to l
preclude future revisions of the administrative controls and amendments of the technical specifications by the use of established regulations and procedures.
