NRC INSPECTION OF INSERVICE TESTING OF PUMPS AND VALVES -

AT PILGRIM NUCLEAR POWER STATION (INSPECTION REPORT NO.
50-293/93-07)

This letter refers to the NRC safety inspection conducted by Mr. J. Stewart and others of this
office on May 3 to 7,1993, at the Pilgrim Nuclear Power Station. At the conclusion of the
inspection, Mr. Stewart discussed the findings with Mr. J. Bellefeuille and other members of
your staff.

In accordance with the recent NRC Temporary Instructions 2515/114 and 2515/110, this
inspection was conducted to evaluate the programmatic and implementation aspects of your
inservice testing (IST) program for pumps and valves. Inservice testing plays a vital role in
protecting the health and safety of the public by assuring the operability of safety related
'
pumps and valves. The inspection consisted of selective examinations of your inservice

testing program including review of procedures and interviews with personnel. Our-
-
inspectors found your inservice testing program to be thorough and effectively implemented
to identify degraded conditions and initiate corrective actions prior to component or system
failures.
Our inspectors noted that you have two separate pump vibration monitoring programs, one in
- the inservice testing program and the other in the preventative maintenance program. The
vibration data collected in the preventative maintenance program were not reviewed against
the alert and action standards of the IST program. As such, degradation identified during
preventative maintenance testing could remain uncorrected. Upon identification of this
concern, your staff stated that they would review the two programs for consolidation.

In' accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and
the enclosed report will be placed in the NRC Public Document Room.
