INSTRUMENT SETPOINT METHODOLOGY FOR NINE MILE POINT NUCLEAR STATION, UNIT 2 The NRC staff issued Supplement No. 2 to the Safety Evaluation Report for Nine Mile Point Nuclear Station, Unit 2 (NMP-2), in November 1985.
In Section 7.2.2.3 of the Supplement, " Instrument Setpoints," the staff approved the interim use of the NMP-2 setpoint methodology, pending NRC staff resolution of information presented by the Instrument Setpoint Methodology Group (ISMG). NEDC-31336, " General Electric Instrument Setpoint Methodology," dated October:
1986.
I Niagara Mohawk Power Corporation's (NMPC's) letter of February 7, 1986, stated that, prior to the startup of NMP-2 following the first refueling outage, NMPC would provide the NRC with a detailed technical. assessment of the methods used to establish protection system setpoints and allowable values supplied by GE.
NMPC indicated at that time that the assessment would be based on the generic findings of the ISMG program that was then in process. By letter dated October 6, 1989, NMPC advised the staff that the commitment contained in the February 7, 1986, letter was being revised due to the delay in the staff's review of GE Topical Report NEDC-31336. Specifically, NMPC indicated that the i
technical assessment would be provided to the NRC within 6 months 'of publication of the results of the staff's review of the Topical-Report.
The purpose of this letter is to notify NMPC that the NRC staff has completed I
