SUMMARY

Scope:

This routine, announced inspection was conducted in the area of Physical

Security Program for Power Reactors, specifically: Management Support,

Physical Security Plan and Implementing Procedures; Physical Barriers -

,'

Protected and Vital Areas; Access Control - Personnel, Packages, and Vehicles;

Assessment; Compensatory Measures; Alarm Stations and Communications.

In

addition, the status of the licensee's upgrade of physical security systems

and facilities are reviewed.

Results:

In the areas inspected, one apparent violation of regulatory requirements

relating to issuance of security badges was identified. No deficiencies were

noted in other areas inspected with the exception of assessment capability,

which was compensated in accordance with NRC approved licensee commitments.

Continued delay in completion of the security program upgrade with an extended

completion of July, 94 was noted.

Inspector results confirmed that the

security force continues to perform professionally and is capable of providing

and acceptable level of' protection for the plants safety-related equipment.
