ELECTRICAL DISTRIBUTION SYSTEM FUNCTIONAL INSPECTION CRYSTAL RIVER PLANT - UNIT 3 This letter confirms the dates of June 28 - July 30,1993, for the Electrical Distribution System Functional Inspection (EDSFI) of your Crystal River Plant.
Plans for this inspection were discussed in a telephone conversation which E. Froats and A. Friend of your staff and held with R. Schin and E. Girard of this office on June 1, 1993.
Relevant details of these plans and of documents requested to fac ilitate the inspection are as follows:
Documents Reouested for Review Prior to the Inspection Two copies each of the following documents are requested to be sent to.
E. Girard at the Region II office at least two weeks before the start of the inspection:
l.
Operations training manuals on the electrical distribution system subsystems (e.g., Off Site Power, 120 VAC Distribution, Intermediate and Low Voltage Distribution, Diesel Generator Sequencers, and DC Distribution).
2.
Latest revision of FSAR section 8 and any updates awaiting annual submittal.
3.
Latest revision of Technical Specification sections covering the Electrical Distribution System and planned improvement changes.
NRC Inspection Personnel The EDSFI is tentatively to be performed by three inspectors and a team-leader. The team leader will be E. Girard. The inspectors will be identified later.

Inspection location Three weeks of the inspection will be conducted at your plant site and engineering offices: June 28 - July 2, July 12 - 16, and July 26 - 30, 1993. During the weeks of July 5 - 9 and 19 - 23, the inspection will continue through documentation review in the inspectors' offices.
It is anticipated that two of the inspectors will primarily review calculations at your engineering offices that the third will primarily review maintenance and test records and inspect hardware at the plant site. The team leader will divide his time between the locations and may assist-in the site inspection.
Inspection Meetinas The entrance meetina will be scheduled for 9 a.m. on June 28,' 1993, at the plant site.
Prior to the exit meeting a debriefina will be held between the NRC inspectors and cognizant licensee personnel.
In this meeting the significant findings of the inspection will be informally reviewed and discussed. This is intended to provide a forum to aid in mutual understanding of the inspector's findings and to identify any further data that should be considered regarding the findings. The debriefing is tentatively scheduled for 4:30 p.m. at the site on July 26, 1993.
This provides just more than one day for review and consideration of additional data prior to the' conclusion of the inspection.
The exit meetina time will be established later.
Licensee Presentation It is requested that you provide a presentation to the inspectors at the entrance meeting to address the following areas of interest:
1.
Personnel who will support the inspection.
2.
' An overview of the various organizational units involved in the design, technical support, operation, and maintenance of the Crystal River Unit 3 Electrical Distribution System (EDS).
3.
EDS arrangement, especially any features that may be considered unique to Crystal River Unit 3.
4.
Any related regulatory commitments (or exemptions) that are unique in nature.
5.
A very brief summary of any self-assessments that have addressed the EDS or emergency diesels.
6.
An overview of programs / procedures' for control of load growth, setpoint control, fuse control, and modifications to the EDS.

7.
A summary of past (last five years) and planned major modifications to the EDS.
8.
Overview and status of any recently completed or ongoing design-basis or calculation update program applicable to the EDS.

Description of the surveillance / maintenance program covering safety related and important to safety electric equipment. Also, records for most recent performance of the following preventive maintenance, calibrations, and tests:

Degraded voltage and loss of voltage relay calibrations b.
Class IE 4.16 ???kV protective relaying calibrations Note: Additional records will be requested during the initial on-site week.
